Free-flow tolling in 2026: the key moves

A new truck toll in the Netherlands, India’s first free-flow plaza, Quarterhill’s deal for Conduent’s tolling business, Singapore’s move to satellite pricing: the year’s main events, all sourced.

2026 has been a busy year for barrier-free tolling. These are the main moves documented on FreeFlowToll, each one dated and sourced in the Market Monitor.

New schemes in service

  • Netherlands, 1 July: a distance-based truck toll replaced the Eurovignette on almost all Dutch motorways. On-board units come from admitted EETS providers or the national provider NedLinq; enforcement is led by Vitronic with SkyToll.
  • India, May: the country’s first multi-lane free-flow toll plaza opened at Choryasi on NH-48 in Gujarat, combining FASTag RFID readers and ANPR cameras, implemented by IHMCL with ICICI Bank.

Contracts

  • Utah, May: the Utah Department of Transportation selected Quarterhill’s back office for the I-15 Express Lanes, under a US$6.3 million five-year contract.
  • Norway, July: the toll charger Ferde selected Q-Free for six stations.
  • Netherlands, April: RDW admitted Telepass as a service provider for the new truck toll.

Consolidation

On 30 June, Conduent agreed to sell its tolling business to Quarterhill for US$70 million in cash plus shares representing 7% of Quarterhill, with closing expected in the fourth quarter. According to PTOLEMUS, the business processes about 14 million transactions a day for clients such as E-ZPass New York, the Bay Area Toll Authority and the UK’s Dart Charge.

Policy

  • Singapore: the Land Transport Authority confirmed that gantry-based Electronic Road Pricing ends on 31 December 2026 and that the GNSS-based ERP 2 starts on 1 January 2027.
  • London: the Congestion Charge rose to £18 a day when paid on the day or in advance from 2 January 2026.

What to watch

  • France: the five A40 gantries are due to be completed by the end of 2026, ahead of entry into service in 2027.
  • Indonesia: the GNSS-based free-flow programme remains in trials after 1,900 tests reported on the Bali Mandara Toll Road in October 2025.
  • North America: the closing of the Quarterhill–Conduent transaction and its effect on existing back-office contracts.
