Indonesia GNSS-based MLFF toll payment programme

Pilot

Overview

Programme to introduce multi-lane free-flow toll payment on Indonesian toll roads using satellite positioning (GNSS). Hungary’s Roatex won the Ministry of Public Works and Housing tender in January 2021, after a preliminary study by Hungary’s National Toll Payment Services. Implementation has been delayed several times. In October 2025 its local company, PT Roatex Indonesia Toll System, reported 1,900 successful tests on the Bali Mandara Toll Road, with AI-based cameras supporting enforcement; the project, funded by Hungary rather than the Indonesian state budget, was re-listed as a National Strategic Project. No launch date had been announced.
