91 Express Lanes (California)
Overview
The 91 Express Lanes are tolled express lanes in the median of State Route 91 between Orange and Riverside counties. The original 10-mile Orange County facility opened in 1995 as one of the world’s first fully automated toll facilities and was built by the California Private Transportation Company. OCTA acquired the Orange County franchise rights in 2003; the Riverside extension opened in 2017 under RCTC. In 2020 OCTA and RCTC selected VINCI Highways’ subsidiary Cofiroute USA for customer-service and back-office operations, with TollPlus (now ViaPlus) supplying the back-office platform.
