Steer is a transport and infrastructure consultancy, known as Steer Davies Gleave for 40 years before changing its name. Its advisory services include demand and revenue forecasting, market research and business and financial modelling. In tolling it acts as traffic and revenue advisor on transactions: for the sale of the A25 toll road in Montreal, it analysed corridor traffic, competing river crossings and origin–destination patterns, and built the forecasting model presented to bidders.
