About
Korea Expressway Corporation is South Korea’s state-owned expressway operator. Electronic toll collection through Hi-Pass on-board devices reached 94% of traffic in 2026. KEC is developing “smart tolling”, which charges vehicles without stopping using Hi-Pass or licence plate recognition: a pilot at nine tollgates from May 2024 to May 2025 handled 234,036 passages, but 78.3% of plate-based charges went unpaid within 15 days, and a nationwide rollout is estimated at 128.2 billion won or more.
